Responsibilities of the City Manager
The City Manager is the chief administrative officer of the City government. He is selected by the Council on the basis of training and ability. The City Manager enforces all laws and ordinances, manages and supervises all public improvements, works and undertakings of the City. It is his responsibility to prepare and administer the annual budget under policies formulated by the Council and keep the Council fully advised at all times as to the financial condition and needs of the City and responsible to the Council for the efficient administration of all departments of the City government.

Greetings! I’m Mark Slown, your City Manager. City Council hired me in September 2006, and I serve at the pleasure of City Council--working for you. My career goals are simple: I want to make the City of Rogers City the best place it can be for you to live, work, and play. I worked as Village Manager in Oxford, MI from October 1999 to July 2005. I’m very proud of my accomplishments there. It is a beautiful Village on the North end of Oakland County on M-24. It is the center of the Polly Ann Trail, home of an historic downtown, and once was known as the Gravel Capital of America (due to all the gravel quarries nearby). It is now mostly a residential/commercial area where the gravel quarries once were.
In September 1999, I retired from serving 27 years in the United States Air Force. I did many different jobs during my Air Force career, including aircraft and munitions maintenance management, missile operations, instructor duty, and base management.
I hold a Bachelor of Science Degree from the United States Air Force Academy (1976) and a Master of Arts Degree from the University of Illinois (1981). Also, I am a graduate from the Squadron Officers School, Armed Forces Staff College, Air Command and Staff College, and Air War College. I was not an Air Force pilot; however, I spent a lot of time working around many different types of aircraft. But I was fortune to also work as a teacher for both the Air Force Academy Department of English and for the Armed Forces Staff College. The reason I’m a city manager today is because I enjoyed working in base management. Base management is very similar to being a city manager—working on quality of life issues and serving the community. It gives me a feeling of doing some good for people.
I am married to the former Kathleen A. Kasper, and we have three children. Our oldest daughter and our son live in California. Our daughter oldest daughter, Corin, teaches science at Grace Brethern--a private school in Simi Valley. Our son Sam served in the U.S. Army, is married to Kris, and is now studying to become a Physicians Assistant. Our youngest daughter, Karmen, lives here in Rogers City with us. We enjoy walking on the beach, reading, and house remodeling projects.
I am a member of the Kiwanis Club of Rogers City, the Masonic Lodge of Rogers City, and Westminster Presbyterian Church. My professional affiliations are with the International City Managers Association (ICMA) and the the Michigan Association of Local Government Managers (MLGMA).
I like living and working in a small community because you get to know people. I like Rogers City because of the people. Rogers City is a strong community—very close knit—with strong family ties. We can do a lot of good things together, and I look forward to working with all of you.
